As it is now, they do get these creation messages. Unfortunately, in order to get these, they also get messages about tickets in which they are not interested. Getting notifications on creation only would allow users fine-grained control over what they get messages about. We have users who want to follow some ticket activity that they did not originate and will not contribute to.
