Allow accounts to be created from the command line

Description

Implement the IAdminCommandProvider interface with a command to allow accounts to be created from the command line. Additional commands would probably be useful, such as forcing user password changes from the command line. What other command might be useful? This ticket might be a good place to list them, even if we generate additional tickets for implementation of those commands.
