Consider renaming 'Save' buttons to 'Apply changes'

Description

The Notification and Configuration panels each have a button named Save. For consistency with the other admin panels in Trac, we might consider renaming these buttons to Apply changes.

Sure, seems reasonable to unify, what is that similar. Always aiming for seamless integration.
