Add task scheduling tests

Description

Many subtle issues arise as schedule algorithms are modified. To date, the tests have been looking at canned sets of tickets in a Gantt and seeing if they seem right. We can do better.

In 13813:

Created test infrastructure for TracPM. Refs #11673.

Initial tests are for two tasks with and without resource leveling.
