i have installed and tested the plugin with Trac 1.0.1 and it seems to work.

Another question is: Why use it anymore?

Since [13851] TagsPlugin provides TagPolicy, what allows a less hackish and more versatile use of tags for decreasing or increasing permissions.

So IMHO TagPublicPlugin functionality could be achieved with upcoming built-in code with TagsPlugin alone. Documentation for the next stable release tags-0.8 is pending, but you can already use it with trunk code. Comments and suggestions welcomed.
