t-h.o is now running r14249 of the plugin, so the issue should be resolved.

Same variable should be used for NewHack macro (i.e. when you add a new hack like I did yesterday).

In 14258:

3.0dev: Renamed the releases_filter_default option added in [14248] to latest_major_release. Fixes #12059.

The option is used to specify the default Compatibility selection on the NewHack form.
