The plugin currently only works on Trac 0.10, so this is a feature for now...

when will we have this feature for Trac 0.11. I think it's a important feature, right?

I got this same error, and i can't find solution :/ I have installed Trac 0.11, TracAccountManager 0.2.1dev-r3857, and TracSVNAuthz 0.11.1 but I can't install SvnAuthzAdminPlugin. Anyone could help me? I'll be very happy for any help :)
