Editor can generate empty formatted sections with bad wikitext

Description

Sometimes after some intense editing there are some "sections" that have formatting but have no characters in it. For example a strikethrough section of text with no characters shows up as ~~~~, which Trac handles fine, but if this happens with a section with italics, it comes out as '''', which Trac interprets as the start of a bold formatted section plus a single quote. This makes the rest of the document be bolded (at least in Trac 0.10.5dev).
