Uploaded file with space in file name is not accessible.

Description

If I upload a file with spaces in the file name, the file gest uploaded but if I try to access the file is not accessible. I am using tracd as the server.

This was fixed in trac proper in r6736. Also, it works fine for me using tracd as the server running 0.11-stable
