fix/workaround poaching of eggs for requirements

Description

  1. egg-poaching of requirements file should be reenabled
  2. egg-poaching should work regardless of whether or not one is in a virtual env.
  3. the issue of poaching the IncludeMacro should be dealt with, either by fixing or not including this with the default distribution and ticketing the plugin with a reproducible bug

  • re-enabled poaching of eggs for requirements file, this is still buggy (refs #3750)

worked around by putting -Z in the requirements file
