finish support for SvnSyncPlugin project mirroring via TracLegosScript

Description

A stub exists for mirroring a remote SVN repository if the SvnSyncPlugin is installed (see source:traclegosscript/anyrelease/traclegos/repository.pyL89). Currently it will abort with a NotImplementedError -- correctly, as this is not yet done. This should be finished. The code might also move to the SvnSyncPlugin. As entry points are used, it doesn't really matter where the code lives
