I just tried it...
easy_install.exe http://trac-hacks.org/svn/testcasemanagementplugin/branches/testManagmentPluginGenshi
works fine.
Please double check your link.

It was under a headless ubuntu. . .
Review picture and try again please.

I was able to successfully install the DiscussionPlugin using the same method as described on your hack page.
I attached another pic with the results.

ok try this:
easy_install http://trac-hacks.org/svn/testcasemanagementplugin/tags/testManagementPlugin-0.11.3-py2.5.egg
