This appears to already be implemented. Each ticket has a checkbox next to it that controls whether the batch modify applies to it or not.
I have heard of problems with these checkboxes not appearing. If you see this happening please open a new ticket with the version of Trac, list of installed plugins, web browser, and any web browser plugins.
