add ability to clock on/off of working on a ticket

TracHoursPlugin should have the ability to clock on/clock off for tickets, a la the WorkLogPlugin. When a RepositoryHooksSystemPlugin is written for annotating hours, it should also add the ability to clock off as well if the ticket status changes
