add class 'buttons' on comment buttons

Description

This is for styling consistency with other buttons in Trac. It makes it easier to select buttons, too (e.g. for adding CAPTCHA).

(In [7763]) FullBlogPlugin: Used wrong class to wrap the Comment buttons. Thanks to Vaclav Slavik for report + patch. Closes #6651.
