The limitation to unique summaries makes me put "1Read this Spec"_ etc. in the CSV and increment the leading number each time.  It would be nice to have a checkbox to override the uniqueness limitation and create new tickets.  Or maybe a "Create / Update" radio button.,enhancement,new,normal,TicketImportPlugin,normal,,,,0.11
