get data optionally from a file

For site setups with another way to handle robots.txt from a centralized point that creates robots.txt it would be nice if you could optionally get the data not from the wiki but from a file with configurable location. It would also come handy for when you have the wiki disabled (e.g. because you use another wiki)

This is probably better handled by a real web server and so is outside the scope of this plugin.
