Currently the title attribute, that is commonly translated by web-browsers into pop-up style tool-tips, just replicates the resource name that is already shown as link label. This could be improved by adding more information, i.e. for tickets, so that the breadcrumb list provides same information as other TracLinks in wiki text, or better.
This development ticket is created to hold a patch that had originally been attached to BreadCrumbsNavPlugin wiki page. Now there might exist even more ideas - i.e. see #7790, that addresses this issue in some way too.
