Plugin needs a license

Description

I've been maintaining the TracBacksPlugin for some time now. I recently realized that the plugin has no license. Could you please assign a license to this? If you have no preference, I'd be happy to assign it a BSD license for you.

I'm happy with a BSD license, so go ahead and choose/apply one -- thanks for checking up on this, and sorry about the oversight!

Actually, there was an oversight on my part. The source file tracbacks.py​ is licensed as GPLv3+. I added that license description to setup.py in [11979]. I'll change that now to 3-Clause BSD. Thanks!
