== Description ==

The AutoUpgradePlugin, when enabled, will automatically upgrade the environment when it needs an upgrade.  Except for checking for the AutoUpgradePlugin being enabled, it is equivalent to a small patch to [http://trac.edgewall.org/browser/trunk/trac/env.py trac.env]:
