Error when installing — at Initial Version

Description
When I try to run the trac-admin upgrade I get this error:
Command failed: unrecognized token: ":"
This is the same error message as reported for the ScrumBurndownPlugin Ticket#1730
I have never installed this plugin before.
I'm using Trac 0.10.3 on ubuntu 7.04 with SQLite
