I'm not sure that I follow. It seems like you are saying that tickets with status New do not appear in the Task List view, but when I navigate to that view, New is selected by default in the filter.

    1 When creating a new task, the default for ticket assignment seems a little counter-intuitive.   I think it should either follow component, or if none is specified, default to have the inputer as assigned.   This way new tasks will automagically appear in the default TaskList report.
