None of the batch modify options are selectable — at Initial Version

Description

I have the following permissions: rchristiansen TICKET_ADMIN rchristiansen TICKET_APPEND rchristiansen TICKET_BATCH_MODIFY rchristiansen TICKET_CHGPROP rchristiansen TICKET_CREATE rchristiansen TICKET_MODIFY rchristiansen TICKET_VIEW rchristiansen TRAC_ADMIN

Yet all the batch_modify options are disabled (see attached screenshot). What would cause this? What do I need to change?
