New ticket notification status does not match TicketCreationStatus — at Initial Version

Description
We have TicketCreationStatus enabled and set up so all new tickets are "under_review". However, when the notification email comes thru, the status in the email is shown as "new", the Trac default. A snippet of the email is shown below.

The ticket, when I look in Trac has the correct "under_review" status. Is this a matter of when the notification fires vs the plugin updating the status?
