== Description

The [wiki:WorkLogPlugin WorkLog plugin] has the bad habit of notifying everyone that someone has stopped working on some ticket. The message looks like "'''hours''' changed, '''totalhours''' changed, Hours recorded automatically by the worklog plugin."

This patch will make sure no notifications are sent for such events.
