You may want queue reorderings to be as lightweight as possible to encourage its use.  Having no record of changes is the lightest weight option.  The {{{ticket}}} option is the heaviest weight which may discourage its use and also may generate many emails depending on the notification system you're using.  The {{{log}}} option is a middle-ground of the three.
