Reminder task for ticket deadline

Description

I'm making now.

We use the deadline added as custom field for the ticket deadline. I want to remind relevant users with task scheduler when the ticket deadline is near. Could you consider to merge this function?

I added this feature into TracCronPlugin-0.3. I will write a document later.
