unify number of decimals for displayed hours

Description

hours are displayed in various different ways:

  • as hours:minutes
  • as fractional hours with 0, 1, 2 decimal places

I'm fine keeping these apart to make the presentation nicer, but fractional hours is nice for summary type presentation (e.g. total hours). But we should decide when to use which (maybe keep each where it is) and unifying the number of decimals displayed for fractional hours

the infrastructure for this is laid, see r5116; since no thorough review of this plugin will be done in this respect, closing this ticket as the path forward is clear -- use the infrastructure
