Plugin breaks "new" state

I performed the following steps:
- Install trac 0.10.4
- Created new work environment
- Upgrade to trac 0.11.0 and related upgrade commands
- Installed this plugin and added it to the workflow in trac.ini
- Created a new ticket
The ticket is created in a new state but now there are no action available.
