Can't enable xmlrpc plugin — at Initial Version

Description
I installed trac BitNami trac on windows and now try to enable xmlrpc plugin. I install it from web admin, and write [components] tracrpc.* = enabled in trac.ini file but it is not appear in plugins section in web admin. Can you help me please?
