Use `send` method from the NotifyEmail class in the Trac core

Description

The file notification.py contains several methods that are copied from notification.py in the core Trac distribution and slightly modified. In #7581 send method had to be updated to account for changes made to the send method in the Trac core.

It seems like it should be possible to modify notification.py so that the send method from the NotifyEmail? class in the Trac core can be used.
