Ticket hours page should have a 'Back to ticket #X' in the contextual navigation

Like the attachment page, there should be a Back to Ticket #X link in the contextual navigation of the Ticket hours page. The Ticket Hours page HTML should also be modified to be more consistent with other Trac pages

  • Change heading to Edit Hours for Ticket #X and modify font size.
  • Change page title from hours for ticket 2 to Ticket Hours.
  • Make the Add Hours box better match the styling of the Attachment Info box.

  • Set minumum required version of Tracin setup.py to be 0.11.
  • Added maintainer and maintainer_email to setup.py.
  • Added contextual navigation link "Back to Ticket #X".
