Create link to an RFC

Note: In recent versions of Trac similar functionality can be accomplished by editing InterMapTxt.

Description

A simple macro for adding RFC links. Tags like this will result in links to RFC2616:

[[rfc(2616)]] or [[rfc(2616, HTTP)]]
