I guess that the issue is caused by the version which is old than r18219. Try the latest of source:/xmlrpcplugin/trunk​.

    1 I use https://trac-hacks.org/wiki/TracHtmlNotificationPlugin to receive html formatted notifications from trac. However, the notifications emails sent due to Trac RPC interactions are sent in plain text.
