Patching Trac — at Initial Version

Description
Having trouble patching my trac installation. I'm running trac 10.3 i download your patch and run patch -p0 /yourTrackPatch and it just sits there. I also tried checking out the 10.3.1 trac and then running the patch command in that directory but it still just sits there. I let it go for an hour and nothing came up just a blank line. Do i need some kind of prereq.
