I can't find the area of "filter editcc ",where can i edit the — at Initial Version

Description
When I Set TracTweakUiPlugin,I did it step by step as the instruction . 1.Enter trac's Web Admin, select TracTweakUI Admin 2.Add url path(regular expression): /newticket 3.Select /newticket, then select filter editcc But when I did the third step,I can't find the "filter editcc". What will I do next?
