Tag Release 0.7.3 and publish to pypi

• New configuration page for global settings: permission policies, ticket custom field, milestone settings, version settings
• This release adds back the version pages
• Grouping of unlinked milestones and versions on the roadmap page
• Preferences on the roadmap page to hide milestones and/or versions
• As usual Bugfixes and refactoring

This release is possibly the last one supporting Trac 1.0.x entirely.
