[Patch] Support for Trac 0.10

Description

There is no version for Trac 0.10.

I have backported this plugin to work in Trac 0.10. You can download the code from: ​http://dside.dyndns.org/projects/patches.dir/recaptcharegisterplugin_trac10.tar.bz2

We should add mitar's fork to the repository as well, if possible.

If no reply from the author and no objections from mitar, I'll pull this in after the requisite 2 weeks wait-for-author-response period.
