Allow `My Templates` feature to be disabled in trac.ini

Description

Hello,

I'm very interested in using the new 0.7 feature that allows the template to use any ticket fields. However, I'm not sure that I'd really benefit from the My Template feature, and would prefer to disable it so that it doesn't clutter to newticket UI.

Would it be possible to add a trac.ini configuration option to disable this feature, or allow the feature to be disabled through the [plugins] section?
