Change heuristic to determine the start date of a milestone

Description

For the first milestone, consider the ​start date on the date of the first ticket of that miletone instead of the current date.

I've created a fake "milestone0" with the completion date set to the date that I want milestone 1 to start at. But this is not optimal. And it took me a while to find out this was a way to work around the issue.
