Add tag cloud right under "keywords" field in tickets

Description

This functionality is already provided by LoomingCloudsPlugin, but IMHO TagsPlugin should support this out of the box.

Furthermore, it seems LoomingCloudsPlugin is incompatible (still under investigation) with current TagsPlugin. This would not happen again, if the plugins were merged.

We've previously discussed merging in some related plugins, so perhaps the aim of this ticket can be to merge in the code for LoomingCloudsPlugin in TagsPlugin 0.8 or later?
