Argument "delta" can't be specified as first argument

Description

i have - unlike the examples - to pass the wikipage to the LastModified-macro. using just 

[[LastModified(delta)

will return "Wiki page "delta" not found." everything else behaves as expected.

In 13553:

Allow delta to be specified as the first argument. Refs #11218.

  • Strip whitespace from arguments.
  • Raise a TracError if there are too many arguments.
