AnnouncerPlugin creates two tabs in preferences

Description

AnnouncerPlugin creates two tabs: announcer and subscriptions. The second is probably from templates/prefs_announcer_rules.html. I think one tab is enough and it should be merged together.

This doesn't qualify a bug, does it? In general I agree, even did steps towards simplification of these pages. More detailed recommendations are welcomed.

This won't be an issue in the forthcoming 1.2-compatible version of AnnouncerPlugin.
