Description

Discussed in ​trac:#11993, tag_svn_revision in setup.cfg is not supported in setuptools ≥ 10. This results in warnings from setuptools and pip, and can result in an error under some circumstances. I'm happy to make the change if you agree.

tag_svn_revision is not supported in setuptools ≥ 10. Fixes #12281.
