Implement ITicketFieldController

There should be an equivalent to ITicketActionController for ticket fields, to allow extended control over field manipulation.

This looks quite a bit more involved than the action stuff however.

Set your email in Preferences
Action
as closed The owner will remain Alec Thomas.
The resolution will be deleted. Next status will be 'reopened'.
