The ability assign and / or edit the default group for all unattended new user registrations. Must check to see if the group exists. If not, add the group with the minimal WIKI_VIEW permission, then add the user to that group.

Please look at the past tickets for AccountManager. This is not necessary since new users are automatically part of the "authenticated" group, so the permissions should be assigned to that group.
