"Reassign" of tickets to users with permission "TICKET_VIEW_SELF" not possible

Trac users with permission "TICKET_VIEW_SELF" are not included in the Drop-Down-List "reassign to" (TracTickets#Assign-toasDrop-DownList) and cannot be set as new owner of an EXISTING ticket. Only if the user is added to cc it can be set as owner afterwards.

In the case of NEW tickets, users with permission "TICKET_VIEW_SELF" can correctly be set as owner.
