Does TracHtmlNotiifcation Plugin work with older Trac versions?

Description
Fearful of change, my company has not upgraded Trac for a LOOOOONG time, we are on version 0.12.4. Will the TracHtmlNotification Plugin work on the older versions? I see the page gives steps for versions older than 1.1.2 and we've enabled the plugin and we've had three sets of eyes review all the configurations to ensure we've done everything the plugin says to do...but it's not sending the alert emails as HTML. The only thing I can think is the version.
Attached are two screenshots from the GUI showing what we've enabled...note: I've excluded the enabled check boxes but they ARE checked.

Sooooo, I'm not sure what happened but after about 20 minutes, it started working. So, I guess we can close this ticket. Thank you for following up though, i appreciate it.

@Ryan - that had actually been done. We're not sure WHY it suddenly started working...lol
