Is that guide up to date? It seems very helpful, but the URLs seem to have changed and registering can / must be skipped now. Also on Windows dist/* has to be expanded "manually". The location of the file is apparently %USERPROFILE%\.pypirc.

Change Properties
Set your email in Preferences
Action
as closed The owner will remain Peter Suter.
The resolution will be deleted. Next status will be 'reopened'.
