Well, the country flags from MoinMoin:HelpOnSmileys where left out based on the advice of the Moin authors: It brought then numerous pointless "political" discussions. It should be noted that since then, MoinMoin removed support for country flags.
But the suggestion of a configfile is OK, it would allow you to easily add country flags or anything else that makes sense in your Wiki.
I'd propose specifying an icon directory that would be scanned
at startup time for image files. The basenames of those images
will be used to build the corresponding list of {<basename>}
wiki expressions.

Move tickets from deprecated plugin to superseding plugin. These probably need to be triaged.
similar ideas: icons for operating systems, icons for link types (email,downloads...) maybe just write a plugin that reads icon information from a configfile?
